WRPSA Governance and Sanctioning Scope
How WRPSA scopes its rules, rankings, event sanctioning, records, decisions, and public claims.

Scope of authority
WRPSA rules are official for WRPSA-sanctioned competition and for events that expressly adopt the WRPSA ruleset. The association does not claim exclusive authority over informal play, independent tournaments, national law, or the policies of other organizations.
WRPSA rankings cover eligible results accepted by the WRPSA platform. “World ranking” describes the geographic availability of that open ranking system; it does not mean every RPS player or event worldwide participates.
Rules governance
The public rules page and its versioned PDF are the controlling published artifacts. Material changes require a dated revision, an explanation of the changed rule, and preservation of the prior version where practical. Event organizers must identify the ruleset used so a later change does not rewrite a completed result.
Rankings governance
The global leaderboard orders accounts with at least one recorded match by current Elo rating. Eligible competitive human modes use a K-factor of 32; king-of-court settlement is half-weight. Practice, AI, boss progression, and event open play do not silently alter the public rating. Completed settlements update rating and win/loss records atomically, and the leaderboard is generated from those records rather than from editorial selections.
See the live rankings for the current list. Corrections to a match or rating must follow an auditable result-correction path; a presentation page must not directly invent or override a score.
Event sanctioning and records
An event is sanctioned only when its record explicitly says so. Creating a draft event, using a bracket, or linking to WRPSA does not by itself confer sanctioning. Public Event structured data and indexation are limited to event records with a stable identity, public status, substantive details, and no private-only fields.
Decision ownership and conflicts
Named leadership is published on the leadership page. A committee or delegated reviewer is not presented as active until the appointment can be verified. Material editorial corrections are disclosed under the corrections policy. Commercial relationships do not change match results, research summaries, or eligibility rules without a documented policy revision.
