WRPSA Governance and Sanctioning Scope
How WRPSA scopes its rules, rankings, event sanctioning, records, decisions, and public claims.

Scope of authority
WRPSA rules are official for WRPSA-sanctioned competition and for events that expressly adopt the WRPSA ruleset. The association does not claim exclusive authority over informal play, independent tournaments, national law, or the policies of other organizations.
WRPSA rankings cover eligible results accepted by the WRPSA platform. “World ranking” describes the geographic availability of that open ranking system; it does not mean every RPS player or event worldwide participates.
Rules governance
The public rules page and its versioned PDF are the controlling published artifacts. Material changes require a dated revision, an explanation of the changed rule, and preservation of the prior version where practical. Event organizers must identify the ruleset used so a later change does not rewrite a completed result.
Rankings governance
The leaderboard uses eligible human competition recorded by WRPSA. Computer practice and boss progression do not count. A player appears only when the recorded match results support their current rating. The table explains how many eligible results support a rating, how recent they are, and whether the player is provisional. The current policy uses Elo with K=32; king-of-court results carry half the weight. Elo is a rating estimate, not a measured probability that a player will win.

Event sanctioning and records
An event is sanctioned only when its record explicitly says so. Creating a draft event, using a bracket, or linking to WRPSA does not by itself confer sanctioning. Public event pages show the event details approved for publication. Private participant and organizer information stays out of those records.
Decision ownership and conflicts
Named leadership is published on the leadership page. A committee or delegated reviewer is not presented as active until the appointment can be verified. Material editorial corrections are disclosed under the corrections policy. Commercial relationships do not change match results, research summaries, or eligibility rules without a documented policy revision.
